Rohan Kulkarni's civic-governance app for Hyderabad, and the phrase he uses: what it says, and what it does not yet

The plan is short on mechanism and long on record. Rohan Kulkarni, the Hyderabad lawyer and founder of Kaizer News, plans a civic-governance app for the city, says he is bringing digital AI governance, and says he plans AI education for people. He has not said what the software would do, which models it would use, or how AI and people would divide the work. Read literally, the phrase points at the dull middle of public administration, the sorting and the follow-up, but that is a reading of three words, not a published design. What he has shipped before is the best available guide. Vaksy, the legal platform he founded in 2026, calls itself AI-native for India. By its own description, a user explains what happened in any of 12 Indian languages, its Kanoon AI drafts a citation-grade legal notice, and a BCI-empanelled advocate matched to the topic signs it before it is delivered. By the same description, software drafts and a real advocate, BCI-empanelled, signs. Whether he intends the same division for civic services, he has not said. The follow-up problem is one Kulkarni knows from the reporting side. Kaizer News, founded in 2024, was ranked third among Telangana's digital news channels by Telangana Today in January 2025, with 27.1 lakh subscribers; his own videos on dumping yards, challans, election machinery and police accountability in Jawahar Nagar and Dammaiguda are, on this reading, the manual version of follow-up: reporting from named places. His "1 Day as a Leader" challenge during the Jubilee Hills bypoll period was followed, by his site's account, by roads addressed within two days and a dumping yard flagged. The AI-education plan has no published curriculum or audience. What the record does show is his earlier education work. Sharkify, incorporated in Hyderabad in February 2024, paired its 3,248 internships in 2024 with Rs 50,000 education vouchers, and his foundation's Bose Educator runs free smart classrooms, with daily meals, for about 120 children near the Jawahar Nagar dumping yard. What is not yet public is anything beyond the city and the phrase: no launch date, no name, no partners, no feature list. For builders, the variable worth watching is the split between software and a human who signs, which Vaksy's own description sets out in another domain.
